Why DGE3 is backing EVIDION: Poland’s sovereign answer to Palantir

Europe has a sovereignty problem in intelligence technology. The agencies, police forces, and compliance teams responsible for protecting European citizens rely almost entirely on American and Israeli platforms - Palantir, IBM i2, Cellebrite - that do not understand European languages, do not integrate with each other, and create geopolitical dependencies that are increasingly untenable in the post-2022 security landscape.

Today, DGE3 is announcing a $850K pre-seed investment in EVIDION, the Polish AI-first Intelligence & Cybersecurity platform that is building Europe’s first credible sovereign alternative to Palantir. The platform is designed for government agencies, law enforcement, the defense sector, and enterprise compliance teams. It is modular, air-gap native, and NIS2/AI Act compliant from day one.

This is not a concept. EVIDION is a production system - v0.5 with 230+ operational AI modules, 626 API endpoints, and 76,500 lines of production backend code - built by a founder whose track record we know intimately.

The team: proven builders, known to DGE3

EVIDION is founded by Mateusz Ulewicz, whom DGE3 already knows as co-founder of FOTOhub.app - the AI creative platform we led to a $6.1M Seed and which has since crossed 750,000 users and earned a Crunchbase Heat ranking. Mateusz brings 20 years of software architecture experience spanning distributed systems, AI/ML, fintech, and government-grade applications. Alongside Mateusz, Kamil Kozlinski - who serves as Co-Founder & Legal Advisor AI at FOTOhub - brings deep expertise in the intersection of law, AI governance, and compliance that is critical to a platform operating in the intelligence and legal-tech domain. The combination of Mateusz’s systems architecture mastery and Kamil’s legal-AI expertise creates a founding team uniquely suited to building technology for regulated, high-stakes environments.

The problem: fragmented, foreign, and expensive

European law enforcement and intelligence agencies currently rely on a patchwork of 8+ foreign tools that do not communicate with each other. Palantir Gotham costs $50–500M per year. IBM i2 is rule-based technology from the 1990s. Cellebrite covers only mobile forensics. None of them understand Polish - or any other Central European language - at the level required for processing legal documents, court rulings, and criminal codes.

The result: 80% of an analyst’s time is spent manually correlating data across disconnected systems. Only 20% is spent on actual analysis. This is not a technology gap. It is a structural failure of European digital sovereignty in one of the most sensitive domains imaginable.

NIS2 (effective 2024) and the AI Act (2025–26) have created new compliance obligations for over 160,000 entities across the EU - but no European-built tool exists to address them at the intelligence and cybersecurity layer.

The solution: one platform, 18 domains, native sovereignty

Why this matters for European security

The geopolitical context is not abstract. Since 2022, European governments have accelerated efforts to reduce dependency on non-EU technology in defense and intelligence. Poland’s cybersecurity budgets are growing 28% year-over-year. The EU’s gov-tech AI market is projected at $4.2B in 2026. Yet there are zero European platforms of Palantir’s class available today.

EVIDION fills that gap. What the capital enables

The $850K pre-seed round funds four priorities: product hardening toward v1.0 (enterprise-ready release in Q4 2026), security certifications (ISO 27001, NATO accreditation process), building a gov-tech sales team with direct relationships in the Polish defense and security sector, and initial EU expansion for the NIS2 compliance SaaS offering targeting DACH and Nordic markets.

The timeline is aggressive but credible given what the team has already built: first contracts in Q1 2027, break-even in Poland and Series A readiness by Q4 2027.
